PRINCESS ANNE, MD (April 4, 2025) – Somerset County Public Schools (SCPS) is pleased to announce the appointment of Mr. Clifford Owens as Principal of Washington Academy and High School, effective Monday, April 7, 2025. Mr. Owens brings over 25 years of experience in public education, along with a demonstrated record of transformational leadership and a steadfast commitment to student achievement.
Throughout his career, Mr. Owens has served students from Pre-K through 12th grade, promoting growth across academic, behavioral, and cultural domains—his "ABCs of education." He is widely recognized for his work in school turnaround efforts and previously led a school honored as a National Blue Ribbon School. His educational philosophy is centered on fostering excellence through expeditionary learning, cultivating critical thinking, and preparing students to thrive in a globally competitive society.
Mr. Owens holds a Bachelor of Arts in Speech and Theology from David Lipscomb University and a Master’s degree in Counseling Psychology from Georgian Court College. Known for his collaborative leadership style, Mr. Owens prioritizes strong relationships with students, families, staff, and community stakeholders. His focus on inclusive decision-making and wraparound supports has consistently yielded positive outcomes in the schools he has led.
Beyond his professional accomplishments, he is a devoted husband of 32 years to his wife, Kelly, and a proud father of two, Clifford Jr. and Danielle. His family is his foundation and the driving force behind his dedication to being a change agent in education.

SCPS would also like to extend its sincere appreciation to Mr. Shelton Handy for his dedicated service as Acting Principal since the beginning of the 2024–2025 school year. Mr. Handy’s leadership during this transitional period has been instrumental in maintaining a positive and stable learning environment. He will continue to serve as a valued member of the Washington administrative team in the role of Assistant Principal.
