Proposals will be received by Oak Contracting, LLC for the GMP#2 Contract Packages for the construction of Crisfield Academy & High School-Renovations on Thursday, May 15, 2025, 1:00 PM Local Time. Bids shall be submitted electronically via email no later than 1:00 PM local time.

The offeror shall submit to tjones@oakcontracting.com prior to the date and time listed above. An email response will be provided by Oak Contracting, LLC to document receipt of your submission. All bids will be privately opened. Award of contracts is anticipated after approval by Somerset County Public Schools as well as approval by the State of Maryland IAC.  Anticipated award is July 9, 2025.

Bidders submitting bids for multiple Contract Packages should submit a separate bid for each Contract Package. 

Oak Contracting, LLC is the Construction Manager-at-Risk (CMr) for the project and has assigned the work of GMP #2 for the project through the following Contract Packages:

A pre-bid meeting will be held on Thursday, April 17, 2025, at 2:00 PM at the project site – Crisfield Academy & High School 210 North Somerset Avenue Crisfield, MD 21817. It is highly recommended that all interested bidders attend the pre-bid meeting. The Owner, Project Architect and Construction Manager will discuss the scope of the project. The site will NOT be made available to bidders through the bid period. Unapproved site visits are strictly prohibited. The Project Architect is Becker Morgan Group, Inc., 312 West Main Street, Suite 300, Salisbury, Maryland 21801.

Certified Minority Business Enterprises are encouraged to respond to this solicitation notice. Compliance with Minority Business Enterprise procedures of the State of Maryland and The Board of Education of Somerset County is required. The Subcontractors or suppliers who provide materials, supplies, equipment and/or services for this construction project shall attempt to achieve the specific overall project MBE goal of 11.00% established for this project. All bidders, including certified MBE firms, when submitting bids or proposals as sub-subcontractors, are required to attempt to achieve the following individual bid package goals from certified MBE firms:

Bidders are hereby informed that the goals established for the bid packages and the overall project goal are MINIMUM minority business participation goals and that every effort should be made to exceed these goals.

Bidders are required to submit the completed Minority Business Enterprise Utilization and Fair Solicitation Affidavit, Attachment A, and the completed Minority Business Enterprise Participation Schedule, Schedule B, with their bid. If a bidder fails to submit these forms with their bid as required, their bid may be considered non-responsive. Also, the apparent low bidder is required to submit additional Minority Business Enterprise documentation and supporting data that is specified in the bid documents within ten

(10) working days after notification that the firm is the apparent low bidder.

This project is subject to the State of Maryland Prevailing Wage Rates. The bid documents include detailed requirements from Department of Labor, Division of Labor and Industry, Prevailing Wage Section for all bidders.

All Subcontractors must submit the completed Subcontractor’s Qualification Questionnaire AT THE TIME OF SUBMISSION of their bid.

Bid Documents will be available on Monday, April 14, 2025 in accordance with the following:

Interested Subcontractors/Sub-subcontractors/Material Suppliers may submit a request for Registration as a Document Holder to Oak Contracting, LLC via e-mail. See attached form at the end of this Invitation for specific directions, contact points and E-mail addresses.

Once registered, a Subcontractor/Sub-subcontractor/Material Supplier will receive access to all project bid documents via Dropbox link.

Registered Subcontractors/Sub-subcontractors/Material Suppliers will receive all addenda issued via e-mail and these documents will also be included in the project’s Dropbox link. 

Distribution of Bid Document digital files as well as Addenda digital files will be free of charge to the Subcontractor/Sub-subcontractor/Material Supplier community.

Printed documents will not be provided under any circumstances by Oak Contracting, LLC. The Subcontractor/Sub-subcontractor/Material Supplier may use any reprographic company for this purpose that they choose and must bear the cost for any printed documents.

Oak Contracting, LLC shall not be responsible for errors or omissions made by the printer which prepares bid documents, addenda, or advertising services. If bidders suspect that their documents are incomplete or defective, they should immediately contact the Construction Manager, Oak Contracting, LLC 1000 Cromwell Bridge Road, Towson, Maryland 21286, Attention: Terri Jones, 410 828-1000. Subcontractors awarded contracts will be responsible for all Documents and related Scopes of Work.

All RFI’s for the project shall be forwarded in writing to Oak Contracting, LLC via e-mail

Please identify the project within the RFI. The deadline for submission of RFI’s to Oak Contracting is Thursday, May 1, 2025 at 1:00PM.

Instructions pertaining to the Bid Bond, Performance Bond and Payment Bond requirements and MBE requirements are contained in the bid documents.

The conditions and provisions contained in this Instructions to Bidders are a part of the bid documents.

All bids shall be irrevocable for ninety (90) days after bid opening date and shall be accompanied by a Bid Bond. 

Any Bidder who submits a proposal which is based upon, or subject to, the use of non-specified materials or manufacturers, work hours, work days, milestone dates, duration, start date, or terms and conditions, which are in any way different, contrary, or otherwise in conflict with the requirements of the Bid Drawings and Specifications shall be considered a “Qualified Bid” or “Conditional Bid” and as such shall be subject to rejection.

Liquidated damages associated with Minority Business Enterprise (MBE) documentation are identified in Specification Section 004100 – SCPS MINORITY BUSINESS ENTERPRISE PROCEDURES. 

All work is to be completed in general compliance with the schedule provided specification section 011200. All Contractors must be prepared to work 6 days per week to complete their work activities in order to meet the completion dates of each phase of the project and any specific milestone dates as well as the substantial completion date of the project. The project’s date of substantial completion for GMP #2 is Friday, December 31, 2027,

Oak Contracting, LLC reserves the right to the following;

  • Reject any or all offeror’s proposal(s); waive any formalities, informalities and/or technicalities, in any proposals.

  • To request additional information and clarifications from any offeror.

  • To make award with or without negotiations.
